When a cell is short circuited then terminal potential difference is zero.What does it mean?

when any cell is short circuited : it means the wire which is connecting positive terminal of cell is also connected with negative terminal of cells which means its +ve and -ve terminals both are at same potential there is no potential difference . hence in this situation no current will flow and we called it short circuited.
